Public opinion began to change
as surf culture became

less mainstream,

exhibited more countercultural beliefs,

and boardriders became more numerous on the beaches.

Bans began on Sydney beaches in 1959 with restrictions
and by 1966 some beach councils had banned surfboards altogether.
