exposé 1 : les banlieues

The banlieue (location of HLMs or cités) is at the heart of French discussions about national identity. Associated with violence, they are also where the French government has tried to focus on helping young people. What are the social problems that typically occur in the banlieues? Why do they occur here (include some thought of why banlieues came about historically) Do the media accurately represent these problems or do they exaggerate them? (what data exist on actual crime rates, school dropout rates, etc.). How do residents of the banlieues respond to the stereotype of the banlieues as violent (consider banlieue art forms as an expression of these feelings). Include a discussion of the riots of 2005 (les émeutes).

exposé 2: “l'état providence” en France

France is famous for being a welfare state. What are the various social programs available to help those who are most disadvantaged? What are some criticisms of France's social welfare system that are made within France? Include: CAF (Caisse d'allocations familiales), SECU (Social Security), ANPE (Agence Nationale pour l’Emploi), and les centres sociaux (maisons pour tous), often administered through city (mairies) or municipal governments. How do state-administered social work programs function and how are they perceived by the populations they serve? Challenge: Make the material more than definitions and statistics.

exposé 3: les filles dans les cités

Youth of African and North African origin suffer from multiple forms of social exclusion, but the situation for young women is particularly complex because they are often given less freedom by their families: less freedom to go out with friends, to dress as they wish, to choose boyfriends or even marriage partners (consider forced marriages especially among Algerians). They are also victims of violence both domestic (beaten for disobedience) and sexual (especially the “tournantes.”) In addition to cultural factors, what sociological factors unique to the cités explains this situation? What kinds of associations or groups have these women formed in order to improve their situation?

exposé 4: l'islam en France

Islam is the fast growing religion in France, and at the heart of much of the controversies about national identity. What percentage of the population is practicing? What formal associations assist to represent the "Muslim community"? In what way are there ties between Muslim groups and Jewish or Christian ones (i.e., are there attempts to have "interfaith" dialogues in France as we have come to expect here?) When are Muslim values or practices considered to be in conflict with "republican" values? (l'affaire du foulard, the veil affair). In what way is Islamic fundamentalism (islamisme) a problem in France? Note: please do not devote a major part of the exposé to the headscarf debate: although very important, it does not represent the diverse ways in which Islam is experienced in France.

exposé 5: la femme

The exposé on "les filles dans les cités" gets at some of the particularities relating to gender and identity. This exposé relates in that sense, but also deals with a number of other topics. Consider overall the ways in which African women's sense of identity can be particularly complex given cultural practices in their countries of origin that are not permitted in France. Why do polygamous unions continue to be practiced in France? What has been the French response to these unions? The practice of female genital mutilation has also been controversial in France. What are some cases that illustrate why this practice occurs and what French government has done in response. Importantly, to what extent do women of African origin actively play a role either in defending or resisting these practices. Lastly, how common are interracial unions: how frequently are they practiced?; to what extent are they accepted? Are there significant differences between black man / white woman vs. white man / black woman? Are “mixed” marriages between Muslims and Christians viewed differently than those between races? (Note the problematic concept of “race”.)

exposé 6: la créolité et l'identité antillaise

Since departmentalisation in 1942, Guadelopeans and Martinicans, whether they live in the Caribbean or in the "hexagone," are French citizens. How might this shape their sense of identity in a way that makes their situation different from that of Arab or African immigrants or their descendants? What do we know about rates of going back and forth between the two regions (i.e., to what extent do these citizens split their time between the two regions?) Is racism experienced by Antillais differently than it is by Arabs or Africans? How are the movements for independence of Guadeloupe and Martinique related to the identity issue? How does the literary movement of créolité (Raphael Confiant, Patrick Chamoiseau) relate to these issues and what is Gisèle Pineau's view of the créolité movement?

exposé 7: l'Immigration

As a candidate for the presidency, Nicholas Sarkozy proposed creating a "Ministère de l'Immigration et de l'identité républicaine," now called the Ministère de l’Immigration, de l’intégration, de l’identité nationale, et du co-développement” headed by Brice Hortefeux. What is the mission of this ministry and what are its functions? Why has this ministry been so controversial? How does this ministry differ from what existed previously? Include a consideration of other new proposed legislation affecting immigration and response in the press, such as non-documented workers (sans papiers). This exposé differs from others in that it should contain very recent info., events that have occurred during the semester!
