Student Accessibility Resources
The Office of Disability Services (ODS) engages in an interactive process with each student who self-discloses a documented disability in order to determine eligibility for reasonable and appropriate accommodations as defined under federal law.
It’s essential that students with documented disabilities receive the accommodations necessary to have a successful experience at Muhlenberg. Find resources below to ensure you properly document your needs and connect with whatever services can assist you.
How do students receive accommodations for a disability?
Students with disabilities requesting accommodations, auxiliary aids, and services at Muhlenberg College must complete be approved prior to the development of an accommodation plan. Students with conditions that may rise to the level of a disability must provide appropriate, comprehensive, and current documentation that outlines the need for the specific college-level accommodations. Documentation must identify the diagnosed condition, present evidence of the condition’s impact on a major life activity, and provide a history of previously used accommodations and services.
What are the guidelines and procedures for documenting a disability?
Muhlenberg College students with disabilities are eligible for protections under the Americans with Disabilities Act Amendments Act (ADA AA) of 2008 and Section 504 of the Rehabilitation Act of 1973 (as amended). The ADA Amendments Act 2008 retains the definition of a “disability” as physical or mental impairment that substantially limits one or more major life activities, a record of such an impairment, or being regarded as having such an impairment.
To request accommodations, students must self-disclose and complete the disclosure form located on the Accommodate portal. Students will then participate in the eligibility process, which includes submission of documentation and an intake interview. The determination of eligibility is a prerequisite to any discussion or decisions about accommodations, auxiliary aids, and services.
Documentation guidelines are available for students, families, schools, and clinicians to reference when gathering critical information to assist the ODS staff with the eligibility process. This information is necessary when evaluating the current impact of the condition on the individual within a post secondary environment.
General Information:
It is recommended that the letter completed by a qualified provider be typed on official letterhead including date, signature, credentials and title of the provider.
The letter should be completed by a provider with comprehensive training and experience in the relevant specialty and credentialed to evaluate and diagnose the disability.
The provider must be familiar with the history and functional limitations of the student’s condition.
The professional needs to be an impartial evaluator or diagnostician who is not a family member nor in a dual relationship with the student.
Documentation Guidelines for ALL diagnosed conditions:
- Clearly stated diagnosis (DSM V, as appropriate)
- History of the diagnosis, including the following:
- Age of onset
- Diagnostic measures/ evaluations, including test scores when applicable
- Previous or current treatment plan
- Prescribed medications
- Current symptoms
- Expected progression or stability
- A statement of the current, significant impact of the diagnosis on a major life activity
- Functional limitations as they relate to the demands of academics, residential living, or dining within higher education (academically, socially, emotionally, physically, etc.)
- Summary of clinical and observational data
- Additional strategies being implemented
- Recommendations for accommodations
- Relevant implications of existing co-morbid conditions
- Additional observations and/or recommendations
Documentation Guidelines for Cognitive Disabilities
(Learning disabilities, conditions or incidents affecting the brain, Attention Deficit Disorder, Autism Spectrum Disorder)
- A comprehensive neuropsychological or psychoeducational evaluation
Completed within three years
Including aptitude and achievement (preferably one with measures normed for an adult)
Including a full narrative listing and interpreting all test scores
- Including clearly stated diagnosis
- Including recommended accommodations clearly linked to the test data
- Rating scales and objective measure of attention (for ADHD)
- Standardized scales of symptoms related to Autism Spectrum Disorder
- Language learning related scales and interpretation (if student is requesting accommodations related to second language learning)
Conclusions and recommendations
- Report should not have redacted content.
- ODS reserves the right to request additional information if the submitted documentation does not contain sufficient information to determine if the student is eligible for accommodations and services through the Office of Disability Services.
Supplemental Documents:
Students are welcome to share a copy of supplemental documents.
- Documents including records of receiving accommodations at other educational institutions or accommodation letters for standardized testing are helpful but not sufficient by itself.
- A 504 Plan, Individualized Education Plan (IEP) or Summary of Performance (SOP) will also be considered as supplemental documents and can be submitted for review so long as the information provided indicates the functional limitations of the condition and helps to identify a connection between the disability and the appropriate accommodation(s) being requested.
Additional Points to Consider:
- Each student’s request for a determination of disability and accommodations/services is evaluated and considered individually.
- It is the responsibility of the student seeking a determination of disability and requesting accommodations to provide appropriate documentation and engage in the interactive process.
- The documentation submitted must provide a nexus between the diagnosed condition and the accommodations and services being requested.
- It should be noted that some accommodations and services provided in high school may not be determined reasonable in the post secondary environment.
- Medical records (visit summary or annual physical form) should not be submitted as they may contain information that is not needed or appropriate to the request for accommodations.
- The post-secondary accommodations provide reasonable access and can not alter the fundamental requirements of the class, program of study or college requirements.
- A diagnosis of a condition that rises to the level of a disability does not automatically imply the need for accommodations. Reasonable accommodations are provided when a condition creates a disability-related barrier that prevents a student from having equal access.

Who makes the decision about requests and what happens next?
All requests for accommodations are individually reviewed using a collaborative approach after the determination process is complete. Once accommodations are approved, an accommodation plan is developed, which the student presents to the faculty member. Accommodation plans are developed each semester at the student’s request.

When should a student notify the Office of Disability Services (ODS) about a condition that rises to the level of a disability?
There are no deadlines for the submission of paperwork in order to complete the eligibility process. It is recommended that an incoming first-year student disclose to ODS after the decision date to attend Muhlenberg. If a student experiences a new diagnosis during a semester, the student should complete the application process as soon as the documentation is received from their medical professional.
In all cases, the student must disclose to ODS and engage in an intake interview with an ODS staff member. The ODS staff will then complete a determination of eligibility. The documentation must indicate a diagnosis which has significant limitations to a major life function. The process for determination of eligibility may take several weeks to complete; therefore, it is important to submit the required paperwork as soon as possible. What accommodations can a student receive?
Accommodation requests are discussed after the eligibility process is complete. Accommodations are determined case-by-case based on the documentation. The accommodations must be reasonable, linked to documentation findings, and cannot compromise the essential requirements of the course or program of study. The accommodations cannot be retroactive. A list of approved accommodations will be provided to the student through the Accommodate management system. Please note that students need to complete accommodation requests that are specific to the current courses at the beginning of each semester.
How will professors know about a student’s accommodations?
After the student completes the current semester accommodation request and the request is approved by ODS staff, the Accommodate management system will notify the faculty member of the approved accommodations specific to the course. The student and faculty member will be prompted to sign an acknowledgement of receipt. It is highly recommended that the student meet with the faculty member during office hours to review the accommodations relevant to the course and the implementation of the accommodations. Requests for accommodations that may alter the essential elements of a course or requirements of the major will need to be discussed with ODS staff in collaboration with the faculty member to determine if the request is a fundamental alteration to the requirements.
What is the process for requesting special housing accommodations?
Students must fill out the Special Housing Request form located on the Accommodate portal linked above. Students must complete the application and upload documentation specific to the housing accommodation request. For new requests, the student will need to complete an intake interview with an ODS staff member. ODS convenes the Special Housing Committee to review the requests and provide decisions. Deadlines for the process are outlined on the application. The student must request the approved special housing accommodations for each upcoming school year prior to the deadlines. Past deadline requests will be reviewed if the student experiences a new diagnosis after the dates listed on the application.
My student had a second language waiver in high school. Will they get an exemption at Muhlenberg?
No general academic requirement at Muhlenberg College will be waived. In certain instances, however, a student may petition for an exception to academic policy and perhaps receive a course substitution or an option for a pass/fail designation. To petition, the student must write a detailed letter to the dean of academic life requesting the consideration of an exception. The student will also need to confirm that current documentation is available to the ODS staff. An ODS staff member will be assigned the case and will complete an interview with the student. The ODS staff member will then present a report to the Dean’s Ad Hoc Committee.
